Principal and co-founder of Tampa, Florida-based Land Assessment Services, Inc., Richard C. Reynolds has devoted himself to the “Phase I” environmental site assessment profession since1991, performing assessments all over Florida and in twelve states. He’s truly a pioneer in the environmental assessment profession and is the consummate student of the art and science of evaluating real estate for financial, regulatory, and business risk. He will undoubtedly become an important member of your advisory team. He is no stranger to “conference calls” and representing the client’s vital interests perhaps much more successfully and practically than legal counsel.

Under Mr. Reynolds’ direction, Land Assessment Services, Inc. provides high quality reliable,professional Phase I environmental site assessments (ESA) (ASTM Standard E 1527-21/AAIcompliant) and an array of other valuable environmental services. LAS is a Florida-licensedengineering firm (No. 8611). It is affiliated with commonly owned Mortensen Engineering, Inc., aFlorida-licensed geotechnical engineering firm established in 1988 by the late Richard A.Mortensen. This valuable resource/affiliation provides an at-the-ready team of experiencedprofessional engineers, professional geologists, and scientists, as well as drill rigs of all sizes,GPR, and other equipment and field personnel for even the most challenging and complicated projects.

While many firms do environmental assessment work, some as an afterthought or grudgingly, again, our rich experience (34 years) gives us the edge in quickly evaluating problems and designing a cost-effective way to address them and “make them go away.” The total value of the projects we’ve worked on to date to “clear for closing” easily exceeds $1 billion. Our top consultants have over 50 years of experience in a business that basically started in earnest in the late 1980s. Mr. Reynolds has assessed almost every major real estate development in the Tampa Bay area, comprised of literally thousands of acres people now live on, work, or shop at(including the River Walk and Midtown Tampa). In addition to Phase I environmental site assessments in accordance with ASTM E 1527-21 and E 2247-16, Land Assessment Services provides Phase II Environmental Site Assessments, using a limited scope or per ASTM Standard E 1903-19 or equivalent, Site Assessments for Regulatory Agencies (in Florida per Chapter 62-780 F.A.C.), Asbestos, Lead-Based Paint and Indoor/Soil Radon Testing, Petroleum, Metals (Arsenic), Pesticide, and Solvent Soil and Groundwater Testing and Remediation, Surface and Groundwater Quality Sampling/Chemical Testing, Vapor Intrusion Screening per ASTM Standard E 2600-22, Phase I Environmental Site Assessment (ESA) Peer Reviews, and Soil Chemical Testing for Radon. LAS also has a strategy for addressing Perfluorinated Compounds (PFCs or PFOS and PFOA) (“forever chemicals”) in its assessments going forward.
